Programs
Approximately 60% of the ACTIA Measure B net sales tax funds are allocated to the local jurisdictions (cities, County, transit agencies and paratransit providers in Alameda County) for the programs listed below:
Under the 1986 Measure B, ACTA provided critical operating funds for transit and paratransit (special transportation for seniors and people with disabilities) to keep communities moving. Over the fifteen years the tax was collected, ACTA provided $130 million to AC Transit for operations and maintenance of service. In addition, ACTA supported 11 individual paratransit services with $17 million, which were administered by local jurisdictions, with the Alameda County Public Works Agency providing oversight and consultant support to the cities for these services. Over $208 million in local streets and roads went to all the cities and the County to keep Alameda County roads in good condition.
Local Transportation, including Streets and Roads
Measure B 2000 funds millions of dollars worth of local transportation improvements in every Alameda County jurisdiction. These are the most flexible Measure B funds and can be used for local transportation priorities. Each jurisdiction uses these funds differently to meet their local needs. Some use it for streets and roads improvements, transit, bicycle and pedestrian improvements beyond those funded with Measure B Bicycle and Pedestrian Funds, and for encouraging transit use instead of cars. Measure B funding will account for over $300 million in new revenues throughout the County.
Local Transportation allocations are as follows:
- Monthly allocations for local transportation needs, determined at the local level, go to each city and the County, including funds for the County bridges: Park Street, High Street and Fruitvale Bridges.

Mass Transit
2000 Measure B program funds have been used to operate mass transit services on AC Transit, Union City Transit, WHEELS in East County, the Oakland-Alameda Ferry, and the Altamont Commuter Express Rail. Measure B moves thousands of people each day.
Mass Transit allocations are as follows:
- Monthly allocations fund transit operations for AC Transit (including specific funds for meeting the needs of people transitioning from welfare to work), WHEELS in East County, Union City Transit, Altamont Commuter Express Rail, and the Oakland-Alameda Ferry.
- Funds are distributed through fixed percentages of the net revenues collected.
- Express Bus funds are allocated by the Board

Transit Center Development
The 2000 Measure B Expenditure Plan provides for programmatic expenditures for Transit Center Development Funds in the amount of 0.19% of net revenues, estimated to total $2.7 million over the life of the sales tax program in 1998 dollars. Approximately $185,000 to $190,000 is generated annually.
The Expenditure Plan states that these funds are "available to cities in the County and to Alameda County to encourage residential and retail development near transit centers." Therefore, by definition, non-profits and transit operators are not directly eligible for these funds.
These funds are used as the local match portion of MTC's TLC program for planning and capital, MTC's Transit Oriented Development (TOD) program related to Resolution 3434 transit expansion projects, a County level TLC program, and as a match to the MTC T-PLUS program for a TOD-TAP (Transit Oriented Development - Technical Assistance Program).
