Special Transportation

for Seniors and People with Disabilities (Paratransit)

In 2000, ten years after Congress approved ADA, Alameda County voters reauthorized Measure B. The reauthorized measure, which received substantial support from seniors and persons with disabilities, renewed the County's commitment to mobility for all. The new Measure B increased the percentage of net revenue going to paratransit from 1.5% to 10.5%. For the first time, the new Measure included a special allocation for ADA mandated service. In addition, Measure B 2000 funds city programs and Gap programs. City programs continue to be essential in the mobility of seniors and disabled populations, as they tailor services to local needs and serve seniors who may not meet ADA eligibility requirements. Gap funding is used to administer the Emergency Wheelchair and Scooter Breakdown Service and to issue competitive grants to improve accessible transportation options in Alameda County.

Base Program and Program Reporting

Every year on March 31, Measure B Providers submit applications to fund their Base Programs for the coming Fiscal Year. The next year on March 1 they submit a Mid-Year Report and on October 1 they submit their Year End report.

    The new Measure B changed the role of its advisory committee, PAPCO. Under the old Measure, the committee was composed of paratransit providers as well as consumers. Today, PAPCO's 28 members all ride accessible transit or paratransit. PAPCO approves a funding formula to distribute funds to city programs, paratransit plans, and recommends gap fund expenditures to the ACTIA Board. The committee also reviews and scores applications for federal funds for paratransit vehicles and equipment. Since voters passed Measure B 2000, the number of agencies in Alameda County applying for these funds has quadrupled, and the amount of funding coming to the County has more than doubled. (click here for PAPCO) Paratransit providers sit on a Technical Advisory Committee that advises PAPCO and meets with PAPCO jointly once per quarter.
